Checklist: Do I meet the requirements to work as a professional skipper in France?

Do you have an offshore license, a Yachtmaster certification, or a captain’s license, and would you like to get paid to sail? Please note: Knowing how to operate a boat does not automatically mean you are qualified to work as a professional skipper.

Boat transfers, offshore trips, charter work, sailing for a private owner… The possibilities are numerous, but the rules vary depending on the activity, the boat, and its flag.

What certification do you need? Does the boat need to be registered for professional use? What insurance and paperwork are required?

Here’s a checklist to help you get everything in order before your first assignment.

Professional skipper: what exactly does that mean?

A professional skipper is a sailor who performs the duties of navigating or commanding a vessel in a professional capacity.

In particular, they may:

• Charter a yacht on behalf of an owner.
• Conducting boat delivery trips.
• Supervise cruises or sea excursions in a commercial setting.
• Work for a charter company or a shipowner.

The first distinction to make is between recreational boating and professional sailing.

A recreational boating license, even when supplemented by an offshore extension, does not in and of itself constitute a professional maritime certification that qualifies the holder to be employed as a skipper or captain.

Conversely, holding a professional license is not sufficient to authorize any activity on any boat.

Compliance depends on several factors that must be considered together.

The 10-point checklist to review before working as a professional skipper

1. Have I clearly defined my line of work?

Before taking any steps, specify exactly what you want to do.

• Transporting boats for owners or companies.
• Charter a private yacht with a professional crew.
• Offer paid boat tours.
• Take clients on a cruise or charter.
• Work part-time or full-time.

Why is this important? Because the applicable rules may vary depending on the type of operation and the actual duties performed.

Check to see if the planned activity aligns with the privileges of your maritime license and the vessel’s operating framework.

2. Have I identified the vessel’s flag?

This is a crucial question that is often overlooked.

A vessel registered under the French flag is subject to French regulations governing its operation and crew.

A vessel flying a foreign flag is subject, in particular, to the requirements of its flag state, even when sailing in French waters. Other French or local regulations may also apply, depending on the activity and the area of operation.

Check this: Do you know the flag, the registry, and the requirements applicable to the role you will be performing?

Never assume that a certification accepted under one flag will automatically be valid under another.

3. Does my certificate actually allow me to perform this role?

This is the central point of the checklist.

In France, maritime professional certifications carry specific privileges. These depend, in particular, on:

• The type of operation of the vessel.
• Its tonnage and, depending on its functions, its power.
• The type of propulsion—sail or engine.
• The navigation area.
• Your role on board: captain, officer, or crew member.

Qualifications used in the professional boating industry include, notably, the Captain 200 (Sailing) certification, the Captain 200 (Yacht) certification, and various certifications at higher levels.

Other career paths exist, particularly in the international arena.

Please verify: Is your certification actually issued, valid, and appropriate for the vessel and the mission?

Please note: Completing a training program or earning a diploma does not necessarily mean you hold the certification required to practice. Some certifications specifically require a period of service at sea and additional qualifications.

4. If I have a Yachtmaster or a foreign certification, is it recognized?

The Yachtmaster is a well-known certification in the yachting world. However, holding this certification does not automatically qualify you to professionally command a vessel flying the French flag. For more information, see our guide to the Yachtmaster in France.

For certain foreign professional credentials that meet the applicable requirements, recognition may be possible, particularly under the STCW Convention.

Depending on the qualification, the issuing country, and the intended duties, a recognition visa may be required to work under the French flag.

Therefore, holding a foreign qualification should not be confused with actual authorization to work under a specific flag.

Check: If your certification was issued abroad, have you obtained the necessary recognition—where applicable—for the duties you intend to perform?

5. Is my medical fitness for seafaring valid?

The practice of the seafaring profession is subject to physical fitness requirements.

In France, the medical certificate of fitness for seafaring is issued under the seafarers’ health program, in accordance with applicable regulations.

Its validity period may vary, depending on factors such as age, job duties, or certain medical conditions.

Please verify: Do you have a valid medical fitness certificate that is compatible with your duties and sailing conditions?

A certificate that has expired or contains restrictions incompatible with the assignment may prevent you from boarding.

6. Are my certificates and additional training up to date?

A captain’s license is not necessarily the only qualification document you need to hold.

Depending on your duties and the vessel, additional certificates or certifications may be required, particularly in the following areas:

• Safety and Survival at Sea.
• Fire prevention and firefighting.
• First aid and medical care.
• Maritime radio communications.
• Security or other specific skills.

Certain qualifications must be periodically renewed or updated.

Check: Have you identified all the certificates required for your position, and are they valid as of your embarkation date?

7. Is the vessel authorized to carry out the planned activity?

A qualified skipper does not automatically make a vessel compliant for commercial operation.

If you operate a vessel flying the French flag, you must specifically verify its administrative status and the documents required for its operation.

For the relevant commercially operated recreational vessels (NUC), Division 241 sets forth, among other things, the safety requirements applicable to vessels with a hull length of 24 meters or less.

Depending on the vessel’s characteristics and operation, other regulations may apply.

The situation of a private yacht with a professional crew must also be distinguished from that of a vessel carrying passengers as part of a commercial operation.

To be verified: Does the vessel have the required certificates, permits, and safety documents for its actual operation?

8. Are the vessel’s administrative manning status and crew in compliance?

For commercial vessels flying the French flag, the operating permit (permis d’armement) is an essential administrative document, subject to any special provisions set forth in the relevant regulations.

For the vessels in question, the operating permit provides the administrative framework for their commercial operation. The shipowner must also comply with the applicable requirements regarding minimum crew size, crew qualifications, and employment conditions.

To be verified: Has the required vessel license been issued, and does the planned crew meet the applicable requirements?

If you are hired solely as a skipper, these procedures are generally the responsibility of the shipowner or operator. However, this does not exempt you from verifying that the terms of your employment are in order.

9. Are my employment status and insurance coverage appropriate?

Whether you’re an employee of a shipowner, hired by a boat owner, or a service provider working in a professional capacity, the terms of employment may vary.

In particular, you should verify:

• The contractual framework for the assignment.
• Applicable social security and reporting obligations.
• Terms of compensation.
• Insurance coverage for the vessel and its operations.
• Liability coverage appropriate to the duties performed.

Please note: Setting up a microbusiness or having professional liability insurance does not replace the maritime qualifications or the labor obligations applicable to seafarers.

Similarly, private recreational boat insurance does not necessarily cover commercial operations.

Please verify: Has your business model been confirmed as compliant with applicable maritime, labor, and insurance regulations?

If in doubt, have your situation verified by the relevant authorities and a specialized insurer.

10. Are the specific conditions of my assignment permitted?

Final step: Compare your documents with the realities of navigation.

Before accepting an assignment, be sure to check the following:

• The area and the permitted navigation limits.
• Weather conditions and local restrictions.
• The number of people allowed on board.
• Required safety equipment.
• Means of communication and emergency procedures.
• Any restrictions listed on your license or the vessel’s documents.

The number of authorized passengers is not determined solely by the captain’s certificate. It depends, in particular, on the type of vessel, its operating regime, its approval, and the applicable regulatory limits.

For a NUC, refer specifically to the current provisions of Division 241 and the vessel’s specific documentation.

Check: Does your assignment comply with all applicable limits regarding the vessel, the crew, and your qualifications?

Result: Are you ready to operate legally?

Did you check all ten items?

That’s a good start. You’ve identified the key factors to consider before getting started.

However, this checklist is only a self-assessment tool— it does not constitute an official certification of compliance.

If any point remains unclear, it’s best to clarify it before accepting a paid assignment.

FAQ – Working as a Professional Skipper in France

Can you be a professional skipper with an offshore license?

No, a recreational boating license with an offshore extension does not, on its own, constitute a professional maritime qualification that allows one to be employed as a skipper or captain. The required qualifications depend on the vessel, its flag, and the position held.

Does the Yachtmaster certification allow you to work as a skipper in France?

A Yachtmaster certification does not automatically grant the right to operate under the French flag. Depending on the specific certification held, the issuing country, and the intended role, a recognition process may be required. You must verify the exact requirements before boarding.

What certification is required to carry paying passengers?

There is no single license valid for all boats and all activities. The required license depends, in particular, on the operating regime, the vessel’s characteristics, its navigation area, and the duties performed. The boat must also be authorized to carry out the activity in question.

Can you work as an independent skipper or as a self-employed contractor?

Choosing a business structure does not exempt one from the obligations specific to the maritime profession. Depending on the actual conditions of the assignment, the rules governing seafarers, the manning of the vessel, the employment contract, and social security must be reviewed. The micro-enterprise tax regime cannot therefore be considered automatically suitable for all skipper activities.

Is a captain’s license sufficient to offer boat tours?

No. For more information, see our guide on organizing day-long boat trips. You must also verify that the vessel is authorized to conduct the activity, that the required documents and equipment are in compliance, that the manning requirements are met, and that the insurance policies cover the planned operation.

Who should you contact to verify compliance?

For a ship flying the French flag, the relevant maritime administration offices—specifically the DDTM/DML or the maritime directorate, depending on the region—can guide you through the process. The agencies responsible for maritime professional certifications are also authorized to address issues related to qualifications and recognition.
